The City of Nampa (City) and the Nampa Highway District No.1 (NHD) are working together to improve the intersection of Robinson Blvd & Greenhurst Road which lies along a major corridor in the City and is currently an all-way stop-controlled intersection. Both roads are single lane in each direction with Robinson Boulevard a Principal Arterial and Greenhurst Road a Collector. The purpose of this project is to design a Preliminary Engineering Design Set (Design Set) at the intersection of Robinson Boulevard & Greenhurst Road intersection based off of the approved concept. This will be a railroad crossing grade seperation that will have a bridge along Robinson Boulevard spanning the Railroad and Greenhurst Road, a Roundabout on Robinson Boulevard south of Greenhurst Road with a leg going west to connect to Greenhurst Road. Greenhurst Road intersection has 2 options that may have either a roundabout or a signal pending public response. The City has been awarded a grant from the Federal Railroad Administration (FRA). Under Track 2 of the Rail Crossing Elimination grant program. These activities could include developing preliminary or intermediate design, modeling, surveying, project management plans, etc. The intent of these activities will continue design for Track 3 application of the RCE grant. There are 3 Tasks required with this grant along with deadlines (see Task Table below). Task 1 is a Project Management Plan (PMP), this will outline what will be completed in the Preliminary Engineering (PE) design set for submittal. Task 2 is Environmental Review which will begin after FRA has approved the PMP. The City was also awarded a grant through COMPASS, the firm is to produce a pre-concept environmental report to support the City of Nampa in evaluating the feasibility of the elimination of an existing at-grade rail crossing (#819345M) and make corridor-wide multi-modal improvements adequate for freight truck, trailer, vehicular, cyclist, and pedestrian traffic. This will continue where this stage of the project left off. Task 3 Deliverables, PR Design Set. A corridor study of Robinson Boulevard from Franklin Road to Deer Flat Road was completed on Febuary 21, 2024. The Consultant will coordinate with the City on 1 of 2 options to complete the goal of the FRA Design Set which will include all design development and Project delivery documentation, along with eligible and allowable cost estimates, with associated project milestone timelines necessary to demonstrate the effectiveness, feasibility, and readiness of the Project for final design and construction.
