1. INTRODUCTION Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors interested in providing comprehensive domestic and international relocation services.
The subcontractor shall be responsible for delivering and managing employee relocations, including logistics, storage, expense administration, reporting system, and a Buyer Value Option (BVO) program. The subcontractor must ensure compliance with BEA's relocation policies and industry standards, leveraging best practices and technology to streamline processes and enhance employee satisfaction.
2. BACKGROUND INL, managed by BEA, offers seven distinct relocation programs and one detail assignment program to support employees during their transitions. These programs are designed to provide comprehensive relocation assistance, including logistics management, expense reimbursement, and home sale support through the BVO program. The goal is to ensure a smooth and efficient relocation process that minimizes disruptions and enhances employee productivity.
Relocation services will include planning and coordination, employee support, logistics management, expense administration, real-time tracking and reporting, industry expertise and advice, communication and coordination, quality assurance, and training and support. The subcontractor will also be responsible for maintaining accurate records and providing regular reports to BEA, including quarterly tax assistance reports and annual reviews. Potential subcontractors must be able to handle a large volume of moves annually.
3. SUBMITTAL REQUIREMENTS Interested firms are requested to provide expressions of interest (via email) by close of business on 06/07/2025 to Courtney Vaalemoen. Responses must include sufficient written information confirming the responder’s qualifications that address each of the criteria listed above.
Responses must be no more than five (05) pages in length in PDF format. Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
