The University endeavors to provide a self-insured comprehensive health benefit plan in a cost-effective manner to both non-Medicare and Medicare eligible participants. The main campus of the University is located in Moscow, Idaho, with additional locations throughout Idaho. The University offers self-insured medical coverage through Blue Cross of Idaho and self-insured prescription drug coverage through CVS Caremark. The University currently administers prescription drug benefits for 4,500 non-Medicare eligible employees and dependents and 600 Medicare eligible members and dependents for a total of 5,100 covered lives. We are soliciting proposals to provide self-insured commercial prescription drug benefits as well as a self-insured Medicare Part D Employer Group Waiver Plan (EGWP) to be effective January 1, 2026. All bidders must follow the instructions in these bid specifications and complete all questions and tables.
