The Idaho Department of Correction location of North Idaho Correctional Institute (NICI) operates wastewater lagoons to serve its facilities. The lagoons operate under a National Pollutant Discharge Elimination System (NPDES) Permit (ID0025887) requiring monthly submittal of Discharge Monitoring Reports (DMRs) to the Environmental Protection Agency, (EPA) and quarterly surface water monitoring (submitted annually) to the Idaho Department of Environmental Quality’s IPDES E-Permitting website. The monthly DMR’s are prepared by the selected Contractor and submitted electronically by an authorized IDOC person through the NetDMR portal on the EPA’s Central Data Exchange website. The IDOC is requesting Bids in order to provide assistance with preparation, review, and submittal DMR and surface water submittals for the NICI facility on the NetDMR/IPDES websites. The following tasks describe the service that will be provided under this agreement.
