INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors who would like to support a Blanket Master Contract for IT staff augmentation services. This contract will provide scalable, on-demand access to skilled IT professionals across a wide range of technical disciplines to support the evolving needs of INL’s Information Technology organization.
BACKGROUND
INL is a U.S. Department of Energy (DOE) national laboratory focused on nuclear energy, national security, and clean energy innovation. The IT organization at INL plays a critical role in supporting mission delivery through secure, reliable, and innovative technology solutions. To meet increasing demand and project complexity, INL is establishing a flexible contracting mechanism to engage external IT talent efficiently and effectively.
The Blanket Master Contract will cover a broad range of IT roles, including but not limited to:
- Software Developers
- DevOps Engineer
- Systems Administrators
- Network Engineers
- Cybersecurity Analysts
- Cloud Engineer
- Data Scientists
- Project Managers
PROCESS
This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration under the Blanket Master Contract.
SUBMITTAL REQUIREMENTS
Interested vendors should submit an Expression of Interest that includes the following:
- Company name and point of contact
- Summary of relevant IT staff augmentation experience
- List of IT roles your firm can support
- NAICS codes and business size classification
- Any existing DOE or federal contracting experience (if applicable)

Note that responses must be no more than five (05) pages in length in PDF format. Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
