Specifications include, but are not limited to: A. The Contractor must assist the Department in determining key financial and operational indicators for benchmarking and analysis for the specified group below: 1. Idaho RHCs: a. Data must be obtained from most recent cost report data provided by the Contractor. b. The Contractor must recommend to the Department RHC indicators based on analysis of Idaho RHC performance. c. The Department will review and approve indictors suggested by the Contractor. B. The Contractor must provide benchmarking and analysis of financial and operational data for review and approval by the Department for the specified groups below: 1. Idaho RHCs: a. Obtain data from Idaho RHC cost reports. b. Identify state baseline for benchmarking for each financial and operational indicator. c. Identify state aggregate improvement targets for each agreed upon financial and operational indicator (see Scope of Work section III.A.1). d. Create graphs for each of the indicators, benchmarking data indicating where each RHC ranks in comparison for the state. e. Provide this data once annually. Timing to be agreed upon by the Contractor and the Department. 2. Idaho CAHs: a. Data must be obtained from the reports provided by the Department (some generated by FMT cost report data and when possible from FIP from CAHs actively submitting quarterly data). b. Indicators include but are not limited to the nine (9) recommended from the Small Rural Hospital and Clinic Finance 101 Manual. c. Provide any staffing models or productivity benchmarking/data for comparison. d. Identify state baseline for benchmarking for each financial and operational indicator. e. Identify state aggregate improvement targets for each agreed upon financial and operational indicator. f. Create graphs for each of the indicators, benchmarking data indicating where each CAH ranks in comparison for the state. g. Provide this data twice annually. Timing to be agreed upon by the Contractor and the Department. C. The Contractor must provide technical assistance and evidence-based tools, and strategies during fullday, in-person workshops in Boise, Idaho for the specified groups below. The Department will arrange all logistics including, but not limited to, dates, times and location. 1. Idaho RHCs a. Provide education based on needs identified from the analysis of Idaho RHC financial and operational performance and targets. The educational topics will be reviewed and approved by the Department prior to each workshop. b. Create presentation slides of the approved educational topics and submit to the Department for review and approval thirty (30) calendar days prior to event. c. Present the most recent financial and operational benchmarking and analysis during the workshop. d. Create pre- and post-assessments to measure knowledge change in participants. e. Provide workshop once annually. Dates to be mutually agreed upon by the Contractor and the Department.
