Specifications include, but are not limited to: DHR seeks information regarding a 24/7 toll free hotline that encompasses, but is not limited to, the following requirements: - Provide a means for employees to anonymously register a complaint or concerns 24/7. - Provide employees with the ability to speak in their native language. - Provide consistency in obtaining information on the complaint or allegation aligning with a web-based system. - Provide a mechanism for employees to follow up on the status of their complaint or allegation. - Provide a mechanism that would allow the investigating agency to ask further questions to the employee and still maintain the integrity of the anonymity of the employee. - Provide professionally trained phone interviewers. In addition, DHR seeks information regarding a web reporting site that encompasses, but is not limited to, the following requirements: - Provide language services that meet the socio-economic needs of users such as Idaho constituents, stakeholders, and employees. - Provide a consistency in obtaining information on the complaint or allegation aligning with the 24/7 hotline. - Provide flexibility in directing/forwarding/sharing the complaint or allegation to various entities. Provide the user an interactive and anonymous avenue of reporting and the ability to respond anonymously to additional questions from an administrator regarding the complaint or allegation. - Provide a mechanism for the user to periodically review the status of the complaint or allegation. - Provide a master system administrator with the ability to assign/allow access to agency administrators with varying levels of access depending on the nature of the case. - Provide the ability to classify or characterize complaints or allegations for reporting purposes and needs assessment to prevent further events. - Provide a detailed reporting of the types of complaints or allegations over a specified timeframe. - Provide the ability to import the hotline complaints or allegations into the web-based system for reporting purposes. - Provide users with access to laws and policies on ethics and related issues - Provide a mechanism to notify the master system administrator and agency administrators that a complaint or allegation has been filed.
