Please note: This is a Sole Source Notification. The Idaho Division of Veterans Services has requested an exemption from competition for the purchase of HVAC Control System Software Support. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Proposed Supplier: ATS Inland NW; Background: The Idaho Division of Veterans Services - Lewiston Veterans Home is in need of entering into contract with ATS Inland NW to maintain the HVAC control cards and software systems for its HVAC system Controls. The value of the contract is estimated based on a 4% increase each year after the first year of the potential agreement. Justification: In 2002 under DPW project #02-600, the Lewiston Veterans Home was renovated and new Alteron HVAC logic control cards and software were installed in the facility by ATS Inland NW. The HVAC system logic control cards require factory trained service technicians to service and maintain them for proper operations. The maintenance staff at the facility are not trained, qualified or licensed on the Alteron logic control card systems and the control cards/software are proprietary to ATS Inland NW and ATS is the only Alerton dealer directly authorized to sell, install and maintain the systems in Idaho, Washington, Wyoming, Montana, certain parts of Oregon and North Dakota as stated in the letter from ATS.
