The 366 Contracting Squadron (366 CONS) of the 366 Fighter Wing (366 FW) is conducting market research to determine the availability, interest, and capability of potential business sources qualified and able to compete for a contract to provide the following at Mountain Home AFB, ID 83648:
The contractor shall provide/deliver the following Item(s): (Please reference Attached Specifications Document for additional Information.
- GENERAL: The 823d RED HORSE Squadron requires 4 different types of material to construct a 5,000 Sf K-SPAN at the Mountain Home AFB CSTR Site.
- Base Course
- The contractor shall deliver 1,295 U.S. tons of 0.75-inch minus Aggregate Base Course of D-1 Grading
- The contractor shall deliver 228 U.S. tons delivered by 18 June
- This delivery shall be coordinated with the 823 RHS Project Manager
- The contractor shall deliver 1,067 U.S. tons by 8 August
- This delivery shall be coordinated with the 819 RHS Project Manager
- #4 Rock
- The contractor shall deliver 362 U.S. tons of #4 Rock Crushed concrete
- The contractor shall deliver 182 U.S. tons by 18 June
- This delivery shall be coordinated with the 823 RHS Project Manager
- The contractor shall deliver 180 U.S. tons by 8 August
- This delivery shall be coordinated with the 819 RHS Project Manager
- Concrete
- The contractor shall deliver 250 Cubic Yards of 4000 psi concrete.
- Materials shall be delivered:
- Starting 3 July, the contractor shall deliver 250 Cubic Yards as needed across multiple days.
- 823 RHS will coordinate with contractor with 48 hours notice prior to needing delivery of concrete, including quantity, delivery location, and necessity of pump truck extension for footer pours.
- Starting 9 August, the contractor shall deliver 200 Cubic Yards as needed across multiple days.
- 819 RHS will coordinate with contractor with 48 hours notice prior to needing delivery of concrete, including quantity, delivery location, and necessity of pump truck extension for footer pours.

Currently, the 366 Contracting Squadron (366 CONS) at Mountain Home AFB, ID 83648 intends to issue a Combined Synopsis/Solicitation / Request for Quotes (RFQ) to those potentially interested vendors who respond to market research efforts.
The NAICS code for this requirement is 238110, “Poured Concrete Foundation and Structure Contractors” The Small Business Size Standard is $19 Million Dollars.
The government requests interested parties to please respond/email the listed Point(s) of Contact (POC) to this notice with your company information to include SAM UEI and Cage Code, and Small Business size status if any. Please state in your correspondence that you are interested, and after reviewing the requirement information provided in this notice, if you believe you are capable of meeting this requirement and the associated timeline for delivery/performance.

366 CONS is interested in quantifying and pre-qualifying the likelihood of setting aside competition for this requirement at Mountain Home AFB to a small business. Depending upon the responses to this notice and other market research, 366 CONS may limit the competition to a specific socio-economic small business category at the exclusion of all other potential business concerns.
This announcement serves as the first step for 366 CONS to determine the viability of setting aside this requirement for competition solely within or among certain small businesses in selected categories. This is a Sources Sought Announcement only; no solicitation exists or is available at this time. Requests for a solicitation shall not receive a response.
This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, currently, the government anticipates
