Specifications include, but are not limited to: 1. Provide a comprehensive five-part report containing detailed scheduling strategies, cost benefit analysis and service improvement descriptions that a coordinated staggered school bell time approach would have on the school bus transportation program in Hawaii. Industry best practices have demonstrated that staggering school bell times improves student performance at the high school level while enabling school bus vehicles to perform multiple tiered bus trips, thereby reducing the overall number of bus assets that are required to meet transportation demand. 1. Continue developing, implementing and managing the Department’s route planning and route optimization technology program using the Transfinder suite of software programs. This requirement shall continue throughout the Contract period and shall end upon such time that the HIDOE has ample internal capacity and ability to perform this scope of work on its own. The timing of this effort shall be directed by the Branch Administrator in consultation with Department leadership while the Branch continues to fortify its internal capacity. This section will require the successful Offeror to closely manage said transition while continuing to deliver the service. 1. Assist with the continued development, implementation and integration of the Department’s technology modernization package, which includes but is not limited to: Invoicing - A proprietary program that that uses RouteFinder Plus data to formulate semi-monthly service invoices for bus service contractors; School Bus Transportation – A web-based system built internally as the program’s student registration and bus pass payment processing center; SafeStop – An asset tracking software program that utilizes GPS technology to track asset locations and activities while performing live comparisons of designated route plans against actual route activity; BusConduct - A web-based school bus referral system for bus company managers to report student misconduct to school administrators for disciplinary and informational purposes; Learning Management System – A web-based on-demand school bus training program for drivers, adult bus aides, and others; and Incident Management System – A web-based repository of school bus related incidents and accidents.
