3.1.1 School Security Attendant (SSA) Guard License Renewal and First Aid Training. Training scheduling shall be coordinated between the CA/POC and the CONTRACTOR. 3.1.1.1 SSA Guard License Renewal. SSA license renewal training/certification is a four hour curriculum established by the Hawaii Department of Commerce and Consumer Affairs (DCCA). CONTRACTOR and/or their Instructors shall maintain their DCCA certification throughout the contract period. 3.1.1.2 SSA First Aid Training. SSAs shall receive four hours of in-depth training in advanced first aid, which includes the Stop The Bleed program. Participants will learn how to best support victims of gunshot wounds, large cuts, and broken limbs. CONTRACTOR and/or their Instructor’s shall maintain their certification (United States Department of Homeland Security, the American Red Cross, or similar accredited institution) throughout the contract period. The SSA First Aid training shall occur during the Hawaii’s Teachers Institute Week and travel to individual islands will be required. 3.1.2 Professional Development Training 3.1.2.1 CONTRACTOR shall utilize their previous practical active threat training/work experience within the State of Hawaii to ensure the Department receives the best guidance on overcoming situations in a real-life setting, given Hawaii’s unique campus layouts, architecture, diverse student population, and school culture. 3.1.2.2 Training for Department Staff and Administrators will occur at Department Schools, Complexes, and/or State offices; a single training will consist of blocked sessions where instructors can teach approximately 250 staff members at a time. 3.1.2.3 Training for individual Schools and Offices will occur at the individual Schools and Offices; a single training will consist of multiple blocked sessions where instructors can teach approximately 75 staff members at a time. 3.1.2.4 Sessions. All training shall be conducted in-person. Each Office/School will have the latitude to deviate from single training dates and divide sessions according to their staff availability/professional development needs. The required blocked sessions are listed below and at minimum, shall include the following: A. Active Threat Response Course. The Active Threat Response Course shall include the following: i. Lockdown – Participants will learn the safest areas within their classroom, office, or campus, as applicable, to lockdown. Participants will also learn and be exposed to ways common office and/or classroom furniture and material can stop a bullet(s). ii. Evade – Participants will learn the difference between cover vs. concealment. Participants will also learn how tactically putting time, distance, and hardcover between themselves and a threat is their best option. iii. Engage – Participants will learn the best researched methods for defending themselves as a last resort. B. Emergency Event Planning (Optional for Schools). Participants will learn how preplanning (training) for emergency events achieve the safest outcomes and how to create a response plan.
