Contractor shall: i) Analyze existing community plan laws, policies, and procedures. This shall include analyzing MCC Chapter 2.80B and comparing it with best planning practices utilized in other jurisdictions. ii) Gather input from stakeholders on how the community plan review and update process can be expedited and improved. At a minimum, the following stakeholders should be included: (1) Residents in each community plan area, including community associations (2) Maui County Councilmembers (3) Department of Planning (4) Maui Planning Commission (5) Lanai Planning Commission (6) Molokai Planning Commission (7) Hana Advisory Committee Alternatively, the Contractor may wish to form a technical advisory committee comprised of representatives from the above-noted groups. iii) Based on the Contractors analysis of current laws, policies, and procedures, and stakeholder input received, Contractor shall propose options for improved plan content, expediting the community plan review and update process, including realistic time limits. Such options may include proposed revisions to laws, policies, and procedures.
