Specifications include, but are not limited to: a. Conduct a comprehensive baseline audit to assess the present HDOT-HWY Safety Program in relation to staffing, technical knowledge, safety procedures and manuals, baseyard/field practices, etc. Comprehensive audits should also be conducted annually to evaluate progress toward addressing priorities and needs. b. Conduct routine audits of baseyard operations, maintenance operations, contract construction projects, and encroachment permit projects to verify that safety practices are being implemented. c. Audits shall assess compliance with applicable Federal and State regulations and rules, as well as, HDOT policies and programs. At a minimum, audits shall include visual observations, discussions with construction/baseyard staff, and a review of occupational safety and health records. d. Audits shall be documented, and identify findings, procedures, and/or practices that should be corrected to comply with occupational safety and health regulations and requirements.
