A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, SBA-certified 8(a), Women-Owned, or Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed item who meet the minimum specifications outlined below. This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. Minimum Specifications:
The procurement request is for a containerized BSL-2 lab as an insect quarantine unit for Tropical Crop and Commodity Protection Research Unit in Hilo, HI. The same containerized lab platform was purchased in 2022 as a plant quarantine unit for the Tropical Plant Genetic Resource and Disease Research Unit in Hilo, HI. Using the same platform as the previously purchased plant quarantine unit promotes consistency in operation, simplifies maintenance and training, and reduces costs through standardization.
General requirement
- The containerized lab to meet or exceed construction and equipment “standards” specified in the USDA APHIS PPQ Containment Guidelines for nonindigenous, phytophagous arthropods and their parasitoids and predators (https://www.aphis.usda.gov/organism-soil-imports/containment-facility-inspections), necessary to pass APHIS-PPQ permit process.
