Specifications include, but are not limited to: a. To provide a “life-cycle” approach that recognizes major infrastructure endeavors are long-term community assets and should be constructed, operated and maintained (including routine maintenance and a capital asset replacement program) accordingly. b. To optimize the management of risks faced in completing construction and operating and maintaining the system. c. To ensure a process incorporating budgetary discipline and an adherence to the schedule. d. To promote incorporation by Developer of technical innovation and best practices by optimizing Developer’s opportunities to connect design and build with long-term operations and maintenance resulting in efficient, cost effective, high levels of measurable and verifiable systems operation. e. To integrate the mutual goals of HART and the City to design, build, operate and maintain one of the most significant infrastructure assets undertaken on behalf of the citizens and visitors to Hawai‘i.
