Specifications include, but are not limited to: The Base Bid Project generally consists of construction, testing, startup, and commissioning of a new replacement septage receiving facility; a new replacement headworks facility; a new replacement odor control system for the headworks and existing primary sedimentation tanks; a new headworks electrical building; modifications to the existing primary sedimentation tanks; modifications to the existing primary and secondary facilities buildings; modifications to the existing secondary clarifiers and associated return secondary sludge pumps, secondary scum pumps, and waste secondary sludge pumps; modifications to the disinfection system; a new sludge blending system with odor control; two new replacement anaerobic digesters and associated digester control building; new digester gas conditioning system and waste gas flare; new solids handling building with odor control; replacement of the existing non-potable water (2W) system; replacement of the existing chlorinated secondary effluent (3W) pump station; a new replacement return flow pump station; a new warehouse building; new plant-wide supervisory control and data acquisition (SCADA) system along with new control and server room; replacement of main switchboard and various motor control centers; new standby generator facility; along with supporting piping, mechanical, ventilation, fire protection, electrical and control systems, civil and site improvements. It also includes demolition of the existing septage receiving facility; headworks; preaeration tanks; flare; propane tank; blowers, electrical equipment, and odor scrubbers at the primary facilities building; dissolved air flotation (DAF) facility; solids handling building return flow pump station; digesters and associated digester control building; waste gas flare; propane tank; and other related work in accordance with the Plans and Specifications. Additive Alternate No. 1 (if selected for inclusion by the County) generally consists of construction, testing, startup and commissioning of one additional new anaerobic digester and an additional new digester control building along with supporting piping, mechanical, ventilation, electrical and control systems, civil and site improvements, and other related work in accordance with the Plans and Specifications. The project requires all work to be sequenced, scheduled, and completed in such a manner as to minimize disruption to existing plant operations in accordance with the requirements provided in the Specifications and Plans.
