Specifications include, but are not limited to: CSEA is a division of the State of Hawaii’s Department of the Attorney General and its primary goal is to ensure that children have the ongoing financial support of both parents by providing a system for collection and disbursement of child support. CSEA provides services in all matters pertaining to child support including establishing paternity, locating non-custodial parents, establishing support orders, and collecting and distributing child support payments. It is CSEA’s mission to promote the well-being of children and the self-sufficiency of families through the enforcement of child support orders. CSEA uses an automated caseload management system in order to carry out its legal mandates to provide child support services to citizens, whether they receive public assistance or apply for child support services. As indicated in the introduction of this RFP, the BPR Project is intended to ultimately improve the Agency’s manual and automated business workflows and make changes that will work effectively with the system. 2.2.1. As-Is Assessment Conduct an "As-is" assessment of each of CSEA's current business processes, which shall include a comprehensive review and analysis of all current child support program policies and procedures to identify the existing policies and procedures that are inefficient, redundant, or inconsistent. 2.2.2. Detailed Workflows Provide CSEA with detailed workflows and a comprehensive final report of all current business processes. 2.2.3. To-Be Processes Propose several options of “To-Be” processes, which identifies, details, and prioritizes short, intermediate and longer-term processes or other changes that can be implemented in CSEA's statewide offices in order to improve effectiveness and productivity by reducing duplication of effort and preventing oversights in case management. The approach to determine the To-Be state should be holistic and take into consideration how the execution of each business function impacts other areas. 2.2.4. Recommendations Provide specific recommendations for enhancing performance and streamlining business processes without regard to the current restraints and limitations of CSEA. The Offeror must also consider the multiple agencies and partners involved in the IV-D Program. 2.2.5. Analysis Provide CSEA with an analysis of potential benefits from re-engineered processes prior to implementation.
