This RFP is seeking proposals from qualified individuals, organizations, or consortium of partners, with demonstrated expertise, neutrality, and capacity to administer the local service delivery system as specified in the federal regulations, 20 C.F.R. Section 678.600. The OSO may be a single entity (public, private or non-profit) or a consortium of partners, with demonstrated expertise, neutrality, and capacity to administer the local service delivery system to ensure it is customer focused, integrated, relational – not just transactional, and offers comprehensive solutions to job seekers, workers and businesses. The successful proposer will serve as a liaison to the required one-stop system partners to minimize duplication and promote seamless integrated service delivery that aligns with the WIOA Unified State Plan for the State of and the Hawai‘i County Local Area Plan
