Specifications include, but are not limited to: The Department of the Attorney General, Crime Prevention and Justice Assistance Division, is requesting proposals from qualified non-profit, non-governmental agencies with IRS 501(c)(3) status to develop, enhance, and provide Culturally-Specific Services (CSS) to racial and ethnic minority adult female victims of domestic violence, dating violence, sexual assault, or stalking. Services and resources provided must be culturally appropriate, relevant, and linguistically specific to fit the targeted population/community(ies) to be served. An organization is eligible for funding if its primary mission is to address the needs of racial and ethnic minority groups or if it has developed a special expertise regarding a particular racial and ethnic minority group. Culturally-specific communities of “racial and ethnic minority groups” is defined in section 1707(g) of the Public Health Service Act, as “Native Hawaiians and other Pacific Islanders; American Indians (including Alaska Natives, Eskimos, and Aleuts); Asian Americans; Blacks; and Hispanics (individuals whose origin is Mexican, Puerto Rican, Cuban, Central or South American, or any other Spanish-speaking country).”The organization must do more than merely provide services to the targeted group; rather, the organization must provide culturally competent services designed to meet the specific needs of the target population.
