Training Objectives After successful completion of the training program, all participants shall be able to do the following for both of the listed UAVs specified in Section I: A. Safely and effectively operate the UAVs; B. Understand and perform UAV-specific pre-flight checks and procedures; and C. Use the UAVs collect or process data. III. Training Content The training shall cover the following for both of the UAVs specified in Section I: A. UAV Airframe Overview 1. Detailed specifications and components; and 2. Advantages and limitations compared to other UAVs. B. Regulatory Compliance 1. Understanding Federal Aviation Administration regulations; and 2. Understanding of relevant local laws and restrictions operations. C. Operational Training 1. Both theoretical knowledge and practical flight time; and 2. Hands-on operation, including maneuvering techniques and emergency procedures and protocols. D. Maintenance and Troubleshooting 1. Routine maintenance checks and/or procedures, including common issues, troubleshooting techniques, calibration, and software updates. E. Data Collection and Processing 1. Techniques for effective data acquisition; and 2. Use of software tools for analyzing collected data. F. Practical Assessment 1. Evaluation of each participants' skills through practical exercises; and 2. Issuance of a certification of competency for safe operation to each participant upon successful completion of training. G. Training provider shall allow HDAB to take video and/or audio recordings of training sessions. IV. Training Delivery A. Duration 1. The training program should last 5-7 days; and 2. Shall occur during normal HDAB business hours, Monday – Friday, 7:45 AM – 4:30 PM, except State of Hawaii Holidays. B. Location 1. Theoretical practicum shall be provided at the HDAB office located at 1849 Auiki Street, Honolulu, HI 96819. 2. Hands-on flight training should be conducted in a suitable environment for UAV operations, preferably on-site at the aforementioned HDAB office, or at an alternative controlled training facility on the island of Oahu. If the training does not occur at the HDAB office, it is preferable that training occur as near as possible to the HDAB office. C. Training must accommodate at least 8 participants.
