1. CONTRACTOR ACCESSIBILITY a. The Contractor shall provide a single point of contact for the services identified in this RFP. The Judiciary reserves the right to speak with other individuals associated with the Contractor, including subcontractors. b. The Contractor shall not delegate any duties listed in this RFP to a subcontractor unless given written approval by the Judiciary, Adult Client Services Branch and possibly the grantor. The Judiciary reserves the right to approve subcontractors and to require the primary contractor to replace a subcontractor(s) found to be unacceptable. The primary contractor will be the sole point of contact with regard to contractual matters, including payment to any and all charges resulting from the contract, and shall be responsible for all services whether or not the primary contractor performs them. The contractor/subcontractor may be required to undergo a program evaluation, if deemed necessary by the Judiciary, ACSB and/or the grantor. c. The Contractor is required to retain employees who are adequately trained to work with ACSB clients residing in the clean and sober home. 2. PROVISION OF SERVICES a. All services (i.e., transportation) proposed in conjunction with the provision of clean and sober housing must be provided by or through the Contractor for the term of the contract. b. The Contractor must report any positive alcohol or drug tests, admission of drug use, criminal activity, or any other violations of the house rules and regulations that would warrant termination from the home within one (1) business day to the client’s probation officer or designee. c. The Contractor must have personnel available to testify at legal proceedings. d. The Contractor shall have an accounting system, with acceptable accounting practices and standards. The applicant shall have an administrative structure in place capable of supporting the activities required by the RFP. e. When organization vehicles are used for activities outlined in this RFP, the vehicle shall be maintained according to safety and legal standards.
