The mission of the Hawai‘i’s Women’s Court is to assist and guide the participants in meeting their legal and statutory responsibilities and to facilitate change in the participants wellbeing by providing gender responsive services that upholds the mission of the Hawai‘i State Judiciary and Adult Client Services Branch. Additionally, to enhance community safety by reducing recidivism through evidenced based, trauma informed care, and cultural practices. The Contractor shall furnish clean and sober housing for persons who have been ordered by the court and are placed on probation into the Hawaii Women’s Court, in the First Circuit. The Contractor will be responsible for data collection and reporting of noncompliance. The Contractor or their designee shall pick up the client from the jail/facility and/or court house to transport the client to the clean and sober home. The target population includes clients on supervision with the Hawaii Women’s Court in the First Circuit, Honolulu, Hawaii who are recently released from jail or in the community, and are homeless. For the adults who are supervised through the ACSB, Hawaii Women’s court, one of the challenges is the lack of affordable recovery housing. Many women in the program, do not have funds to pay for the first month’s rent in a clean and sober home. In addition, the clients may not have the resources nor guidance to apply for employment and revert back to their old living situation by being homeless and living on the streets. Interventions will be utilized to reduce the impact of opioids, stimulants, and other substances with adult female clients, including surrounding an individual with housing and recovery support services. Clients on supervision with Women’s Court often lack affordable recovery housing. By providing a clean and sober house for indigent clients who are active in the Women’s Court program will help them be successful in their recovery. At the clean and sober home, the client will be surrounded by people who also have a commitment to live clean and sober. Housing has been budgeted through Judiciary Funds and will be provided to an estimated forty-eight (48) Women’s Court clients per fiscal year. It is preferred that the contractor operate multiple clean and sober houses to accommodate the 48 female clients per year. The Contractor shall hold an estimated three (3) to four (4) female bed spaces per month in the clean and sober house, for the Judiciary to ensure stabilization and sobriety of probationers as they transition into or out of a substance abuse treatment facility and/or incarceration and/or into the workforce and/or into other pro-social activities in the community. The bed spaces shall be dedicated to the Women’s Court program, the Judiciary. The Judiciary anticipates awarding contracts with an initial term of nineteen (19) months starting on December 1, 2025 to June 30, 2027, with the possibility of an extension of up to two (2) additional 12-month periods. All State funds are contingent on appropriation.
