1. Proposals must benefit special needs groups. 2. Proposals must address one of the following housing or service priorities by implementation of the proposed project. a. Permanent housing for special needs households that earn no more than sixty percent (60%) of the Honolulu median income, adjusted for family size. b. Transitional housing for special needs households that earn no more than sixty percent (60%) of the Honolulu median income, adjusted for family size. As used here, “transitional housing” is a facility that is intended to provide residential accommodations for special needs groups for a period of no longer than twentyfour (24) months and to facilitate their transition to independent living or permanent housing. c.
