A. Specific Qualifications or Requirements The awarded shall: 1. Demonstrate a thorough understanding of the purpose and scope of this project, as well as demonstrate the necessary knowledge, skills, abilities, and experience relating to the delivery of the proposed services. 2. Have verifiable relevant experience for the last five (5) years in supporting local family walk-in centers or places or family resource centers which provides the general public with access to a wide range of support services for promoting family safety and wellbeing. 3. Must demonstrate an understanding of the needs of families who may have been involved with or are at risk of becoming involved with child welfare. 4. Shall demonstrate the capability to coordinate services with other agencies and resources in the community to meet families’ concrete needs. 5. Must be based in Hawaii and provide evidence of being a nonprofit organization registered in the State of Hawaii. 6. Must be available to meet in-person or through web-conferencing with CSHNB. 7. Must issue all payments directly to other vendors and services needed to meet the scope of service identified in the contract. B. Description of Tasks and Responsibilities The Bidder shall describe in detail how from May 28, 2025, or upon DOH FHSD approval, through September 29, 2025, it will identify best practices for implementing health screenings and conducting parent trainings. Contractor shall: 1. Collaborate with key representatives from DOH to ensure tasks and timelines are executed effectively. 2. Work with existing family centers or family resource centers to promote young child wellness defined as a state of positive physical, emotional, social and behavioral health. 3. Identify best practices to consider incorporating developmental and behavioral screenings of children and depression screenings of adults at these centers. 4. Identify best practices for including parent and family support workshops and trainings on child development and mental health at these centers. 5. Engage families at the centers to develop a community vision of wellness. 6. Design a way to evaluate effectiveness of health screenings and parent trainings at these centers to promote young child wellness. 7. Produce report with documentation of findings that includes concerns, challenges, and successes of these activities and recommendations.
