Rust Remediation and Generator Enclosure Replacement

The 413th Contracting Support Brigade is seeking a qualified contractor to perform rust remediation and generator enclosure replacement services, with the purchase of 2 generator enclosures, located at Red Hill B186 and B1292 LMR Tunnel, Oahu, Hawaii in accordance with the attached Statement of Work (SOW).
This acquisition is a 100 percent small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 811310 – “Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) repair and maintenance”. The size standard is $12.5 (millions of dollars).
It is the contractor’s responsibility to be familiar with the applicable clauses and provisions.
PROCUREMENT APPROACH: The Government intends to award a single firm-fixed price contract as a result of the solicitation.
DESCRIPTION OF REQUIREMENT: The contractor shall remove the UPS Generator Enclosure to perform rust remediation around the generator assembly, purchase new generator enclosures (see Salient Characteristics in SOW) and install the new enclosure at two locations. Please see Statement of Work for further details.
LOCATION OF PERFORMANCE: Services will be performed on Oahu, HI.
Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed online at http://www.sam.gov.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services
1. The request for quotations (RFQ) and evaluation of quotes will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Each interested contractor shall complete and submit the following forms, clauses, or statements with their quote. Failure to do so may cause a quote to be considered unacceptable.
- Submittal of official quote with a completed pricing data as reflected per the CLIN structure.
- Submittal of product specifications for two (2) generator enclosures.
- Quote expiration date. Quotes in response to this solicitation will be valid for 90 days from the solicitation closing date, or as amended.
2. Submission of quotes will only be through responding to the published solicitation on SAM.gov. Quotes submitted via other transmission methods such as regular mail, facsimile will not be accepted.
- Solicitation and Amendments. Issued solicitation packages will be posted at the GPE website, SAM.gov. Once posted, interested contractors are responsible to monitor the website until the closing date for any issued amendments. Recommended minimum IT capabilities for contractor systems are 56K modems for website downloads and uploads, and 2MB email capacity.
- The Offeror shall provide quotes via email to: renee.m.fletcher.civ@army.mil and erica.e.porras-henson.civ@army.mil with the supporting documents as specified in this section no later than 23 September 2025, 1100 11:00 A.M.), Hawaii Standard Time.
- Acceptance of quotes received will be in accordance with FAR 52.212-1(c) on or before the offer due date and time.
3. Materials not directly related to the information requested shall not be included in the quote. Any information not requested will be discarded in the evaluation process. Unnecessarily elaborate quotes are neither necessary nor desirable.

AMENDMENT 1 - Extend the due date, update the addendum to 52.212-1, Statement of Work, and CLIN Structure.

- Submittal of product spoecification for two (2) generator enclosures.
- Update Statement of Work to include (See updated SOWs):
- Contractor shall remove and dispose of any debris that was made during the removal and install of the new enclosure.
- Rust remediation shall include service preparation, removal of corrosion, flaking paint to restore surface integrity by applying protective coatings, sealants, or paint systems that meets performance requirements.
- Contractor shall conduct quality inspection(s) after completion of work in accordance with industry standards.

AMENDMENT 2 - To include the Wage Determination and provide responses to questions asked.
- Are they diesel generators and will they be empty prior to the work that is being completed?
- For safety yes. The contractor will be required to drain the fuel.
