Specifications include, but are not limited to: The primary purpose of this solicitation is to identify, evaluate, and approve external service providers who can (1) partner with HIDOE state office and complex areas (superintendents) to develop the necessary expertise to transform schools (trainers), and (2) support schools (principals and teachers) to build the internal capacity of schools to impact systemic changes that result in high academic achievement of all students. The Office of Curriculum, Instruction, and Student Support is responsible for negotiating the contracts for Educational Services Providers to identify and customize the educational services and practices that have been proven effective through rigorous scientific research and documented with evidence. External providers will be training state office and complex area support staff to become effective turnaround school specialists on key areas of school turnaround, such as: - how to conduct a comprehensive needs assessment - how to lead schools in data analysis and school improvement planning - how to effectively coach complex area teams assigned to support schools - how to train professional learning communities in the cycle of school improvement and - how to develop rubrics for assessment and evaluation of teaching and learning.
