SOURCES SOUGHT NOTICE Base Life Support Services – Blanket Purchase Agreement (BPA) Locations: Hawaii, American Samoa, Saipan, Guam.
1. PURPOSE: This is a Sources Sought Notice for market research and planning purposes only, in accordance with FAR Part 10. This is not a solicitation, request for proposal, or request for quotes. Responses to this notice will help the Government determine the availability of capable small and large business sources interested in participating in a future solicitation for Base Life Support (BLS) services.
2. BACKGROUND: The 413th CSB, Regional Contracting Office, Hawaii anticipates establishing a Blanket Purchase Agreement (BPA) to support contingency, exercise, or operational requirements at Hawaii (Oahu, Big Island, Maui), American Samoa, Saipan and Guam . The BPA will provide timely and scalable BLS services to support personnel in austere or expeditionary environments.
3. SCOPE OF REQUIREMENT: Services under this BPA may include, but are not limited to:
- Lodging (tentage or hardened structures to include AC/Heat)
- Food Services (meals preparation, delivery, and clean-up)
- Laundry Services
- Sanitation (portable latrines, showers, and waste disposal)
- Facility Maintenance & Power Generation (light sets)
- Potable Water Supply & Greywater/Wastewater Removal
- Janitorial and Waste Services
- Site Preparation and Support Logistics
4. NAICS & SIZE STANDARD: NAICS: 561210 – Facilities Support Services | Size Standard: $41.5M | PSC: R499 – Support: Professional – Other
5. RESPONSE REQUIREMENTS: Interested parties should provide the following information in their response:
- Company name, address, UEI, and CAGE Code
- Size and socioeconomic status (e.g., 8(a), HUBZone, SDVOSB)
- Relevant past performance in similar BLS operations within the last five years
- Capability statement demonstrating experience, personnel, and logistical ability
- GSA Schedule or other contract vehicles held (if any)
- Willingness and ability to perform in [Insert Location] under a BPA structure
