The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide a hydrocarbon analyzer that has equal performance requirements as the TD-120 Oil in Water Monitor with Sample Thief accessory, manufactured by Benchmark Measurement Solutions/Turner Designs Hydrocarbon Instruments, 2525 Alluvial Ave., Ste 161, Clovis, CA 93611. The alternate product/service must meet the following requirements/specifications:
- Be capable of detecting C24 to C44 hydrocarbons with a detection range below 50 PPB.
- Utilize Deep Ultraviolet Fluorescence measurement technology in an online configuration for hydrocarbon detection in a continuous flowing sample.
- Be capable of accurate measurement in high turbidity conditions.
- Be capable of operating at ambient temperatures of 1 to 55 degrees C.
- Signal output must be 4-20 mA based on calibrated concentration of Oil in Water Monitor.
- Have a touchscreen interface for calibration and configuration of the monitor.
- Be capable of data logging and storage of diagnostic information.
- Allow calibration and maintenance to be performed while the monitor remains in service.
- Accuracy must be plus or minus 10 percent of calibration range.
- Acceptable materials: 316/316L stainless steel, Titanium, or Coated mild steel.
- Operate on a 120 VAC, 60 Hz power supply.
- Be capable of collecting a discrete water sample at least 1 liter in volume to be used for obtaining laboratory analysis. Sample collection activated manually, by pre-programmed setting, or by 100-240VAC 60 Hz @ 0.6mA discrete signal from an online water analyzer, monitor, or control system. Automatically record the time, date, measured concentration and process conditions when the sample is collected. Produce a 5-30 VDC or 24-250VAC, 8A maximum signal output for notification when a sample is collected.
