1. The CONTRACTOR shall be responsible for the following RCG recruitment activities: a. Outreach, Marketing, and Recruiting Plan: Development of an annual Outreach, Marketing, and Recruiting Plan that identifies and targets potential RCGs, and provides a detailed, cohesive plan for achieving the recruitment goals. This plan must take into account strategies for recruiting RCGs that fall into each of the three categories described below in Section 2.1.B.2. b. Outreach, Marketing, and Recruiting Efforts: Statewide outreach, marketing, and recruitment efforts of RCG homes, with a strategic focus on not only increasing the number of licensed RCG homes but also supporting the long-term retention and engagement of these families. c. RCG Applicant Orientation and Screening: Orientation to provide key additional information, and screening of potential RCGs to ensure the applicant is capable of meeting the licensing requirements before moving to home study, training, and potential licensing. d. RCG Application Assistance: Support of the RCGs in applying to become a licensed RCG home for children in foster custody in Hawaii. e. Other Special Projects: Collaboration with DHS and other partner agencies on special projects as needed. 2. The CONTRACTOR shall recruit individuals or families who are interested, willing, and capable of becoming RCGs that provide a safe temporary home for children under the custody of the Department while supporting both the children and birth families in efforts towards their reunification...
