Service Specifications Specific Qualification or Requirements The Bidder shall: Be based in Hawaii; Have at minimum, five (5) years of experience working with homeless communities, underinsured and uninsured population preferably by DOH and other governmental agencies; Provide one (1) letter of support specifically from different governmental programs that support your expertise in coordinating past projects initiatives to support the local community; Cite experience in working with reproductive health care activities and training to develop family centered planning, cultural awareness, and supports for the local community; The provider shall have knowledge, experience, and a strategy in providing services to the homeless community of Oahu, visiting shelters, tents, streets or wherever unhoused pregnant people are living; The provider shall have expertise in developing partnerships and working with families promoting community-based efforts and resources to improve collaboration with current services and community leadership, assigning case managers and strengthening services and outreach with focus on cultural sensitivity, encouraging an understanding, appreciation, and knowledge of diverse populations. Have knowledge and familiarity working with the Department of Health, including an understanding of the Department of Health policies, rules, and regulations related to procurement (i.e., purchase orders, payments to vendors); and, Reflect professionalism in attitude and appearance in all settings that are related to the scope. Description of Tasks and Responsibilities The Bidder shall be responsible for the following tasks and responsibilities: Provide reproductive care support services through outreach, education, and referral services on Oahu outside of a hospital or office setting. Educate parents and communities on reproductive care in a non-stigmatized approach taking into consideration cultural values and traditions. Provide essential supplies such as diapers, cribs, hygiene products, and formula. Facilitate access to prenatal and postpartum health care through referrals. Connect clients to housing and benefits programs. Establish and identify community partnerships within Oahu Island to assist in decision making of needed community resources for pregnant, postpartum, and birthing people living in shelters and homeless communities; Facilitate the access to contraception and family planning for younger women living in shelters and homeless communities in recognition of the importance of healthy pregnancies; Work with shelters and homeless community leadership and agencies to provide support and provide for stipend and mileage reimbursement for volunteers on Oahu; Manage and provide invoices for payment related to the MCHB support services and programs provided to the identified shelters and homeless communities of Oahu
