Synopsis: Repair AC Systems, Bldg 501, Maui, HI
Work covered in this project includes but not limited to: Remove one (1) existing Carrier Air-Cooled Liquid Chiller (CH, Model – 30RAP Size 040) serving Building 501 and replace it with one (1) new 40 Nominal Ton Air-Cooled Chiller. The new CH shall have at least identical specifications, quality, and standards; thus, it shall be compatible (or minor changes/improvements needed) with the current duct configuration and capable of being integrated with the existing control systems. Further, the CH system has two (2) close-coupled centrifugal chilled water pumps (WEG NEMA PREMIUM CC029A 7.5 HP) that also need replacement.
The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. Hawaii Air National Guard Base, JBPHH-HI, 96853 intends to issue a solicitation and award of a contract to “Repair AC Systems, Bldg 501, Maui, HI”
The magnitude of this project is between $250,000 and $500,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 08 Aug 2025. This notification, which shall not exceed ten (10) typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor and (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Your attention is directed to FAR Clause 52.219-14(e)(4) LIMITATIONS ON SUBCONTRACTING, Construction by special trade contractors which states, "By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract assigned a North American Industry Classification System (NAICS) code for in the case of a contract for Construction by special trade contractors, the concern will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded, applies to this project if set aside for small business.
