Specifications include, but are not limited to: The target group to be served by this funding is adults who are 16 years of age or older, not enrolled or required to be enrolled in secondary school under Hawaii state law, who lack sufficient mastery of basic educational skills, or who do not have a high school diploma, or are unable to speak, read or write the English language. The purpose of the AEFLA is to create partnerships among the federal government, states, and localities to provide, on a voluntary basis, adult education and literacy services, in order to: 2.1.1 Assist adults to become literate and obtain the knowledge and skills necessary for employment and self-sufficiency. 2.1.2 Assist adults who are parents or family members to obtain the education skills that are necessary to become full partners in the educational development of their children, and lead to sustainable improvements in the economic opportunities for their family. 2.1.3 Assist adults in attaining a secondary school equivalency diploma, and in the transition to post-secondary education and training including through career pathways; and 2.1.4 Assist immigrants and other individuals who are English Language Learners in improving their reading, writing, speaking and comprehension skills in English, mathematic skills, and acquiring an understanding of the American system of Government, individual freedom, and the responsibilities of citizenship.
