The Hawaii State Department of Education (Department), Office of Student Support Services (OSSS), Exceptional Support Branch (ESB), requests community input to facilitate planning activities and development of a Request for Proposals (RFP) for the provision of Surrogate Parent Services for Special Education and Section 504 Students in the Hawaii State Department of Education. The Department must provide specialized programs and services for students with disabilities according to state and federal law, most notably the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act.
