Specifications include, but are not limited to: 1. The Management Plan The Management Plan shall provide a comprehensive and detailed description of the policies and procedures to be followed in the management of the Project. If there is a conflict between the Contractor Management Plan and this Agreement, the Agreement shall prevail. 2. Budgets Separate annual operating budgets for the residential, commercial, and parking entities are required and shall be approved by DLM. Except as permitted under Emergency/Urgent Maintenance or Repairs below, annual disbursements for each type of the operating expenses itemized in the budget shall not exceed the amount authorized by the approved budget. In addition to preparation and submission of recommended operating budgets for the initial operating year, the Contractor shall prepare recommended operating budgets for each subsequent fiscal year for the City at least sixty (60) days before the beginning of the operating fiscal year. DLM shall promptly inform the Contractor of any changes incorporated in the approved budget, and the Contractor shall keep DLM informed of any anticipated deviation from the receipts of disbursements stated in the approved budget. 3. Duties d. The Contractor shall maintain good communication between tenants and management personnel. They shall request constructive comments and suggestions from the tenants. e. The Contractor shall respond to and resolve complaints from the tenants or community directed at the Project. They shall provide and maintain adequate resolutions of complaints. The City may at any time request to review the f. The Contractor shall implement and comply with HUD Reasonable Accommodation Policy and plan to accommodate tenants with disabilities. A log shall be maintained which includes adequate documentation of reasonable accommodation requests, and responses and/or resolutions. The City may at any time request to review the policy and plan documents and also the reasonable accommodation log, generally or for any specific tenant. g. The Contractor shall provide for twenty-four (24) hour coverage of emergencies and provide necessary assistance. h. The Contractor shall contract and supervise appropriate security services for the Project. Those costs shall be treated as a Project expense. i. The Contractor shall solicit and oversee any required services and contracts incidental to the maintenance, repair, security and operation of the Project, such as landscape maintenance, refuse removal, window cleaning, or other services if such services are not done by in-house staff. j. The Contractor shall hire, train, and supervise any on-site management and maintenance staff as is required for the operation of the Project. k. The Contractor shall perform property inspections of the Project at least once a month. They shall perform a comprehensive inspection of all the units and the Project annually, and submit to DLM a written report of said inspection, to include, but not be limited to, recommendations and solutions to noted problems, preventative maintenance action to be taken, etc.
