I. PROGRAM MANAGEMENT AND OVERSIGHT 1. Develop program and project organization plans. 2. Manage the master program schedule and budget, related to monitoring individual and/or enabling support project schedules and costs. Provide quarterly progress reports. 3. Assist in development and review of professional services contracts and proposals related to the Hawai’i Harbors Modernization Program. 4. Assist in the development of Harbors Project Management processes and procedures. 5. Assist in and/or provide federal grants management and compliance oversight services. 6. Assist in Treasury related activities and cashflow expenditure forecasting to support Harbors capital improvement projects financial analysis. 7. Coordinating all work with applicable government agencies, harbor users and utility companies as applicable. 8. Coordinating activities within and across HDOT (to include other HDOT modal operations) and attending all project coordination meetings concerning the work required under the Project Assignments II. PROJECT MANAGEMENT AND SUPPORT 1. Review construction plans, specifications, and estimates (PS&E) for various complex Harbor Waterfront Modernization projects in accordance with State and Federal procedures and requirements. This would include complete PS&E packages as well as reviewing conceptual schematics, construction plans, specifications and estimate as part of any in-house design projects and may include post-design review services. 2. Develop pre-planning and pre-design project specific infrastructure vulnerability analysis and suite of alternative design measures for conceptual and schematic design purposes 3. Provide recommendations on value engineering concerning recovery measures related to maintaining overall program schedule and budget. 4. Assist Harbors in the review of the Designer of Record basis of design and submittals for compliance with all Federal, State and City laws, including but not limited to: Americans with Disability Act, uniform building Codes, Fire and Life Safety Codes, and Environmental codes and permits. 5. Establish program level, site logistics planning and phasing for Harbor Districts and Users, and construction areas where construction contractors will be able to and allowed to establish construction staging and lay down areas, contractor haul routes, area egress and access points, changes to security measures, to limit operational and cargo disruptions. III. ENVIRONMENTAL MANAGEMENT AND SUPPORT 1. Establish strategic coral mitigation framework with State and Federal agencies. 2. Identify and manage environmental constraints on complex waterfront projects. Review any existing agreements, permits, letters, and any other environmental related documents to assist and ensure requirements are met. Outline constraints, parameters, and potential strategies, schedule meetings with authorizing state and federal agencies. 3. On behalf of HDOT Harbors, support obtaining clearances such as Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, and Magnuson Stevens Fishery and Conservation Management Act. This will require coordination with biologists, historic resource specialists, and other environmental subcontractors.
