SCOPE OF WORK I. OVERVIEW The City and County of Honolulu (“CITY” or “City”) Department of Community Services (“DCS”), is seeking quotes from vendors with experience developing media campaigns and coordinating media buys. The selected vendor (“CONTRACTOR” or “Contractor”) shall design and implement a media campaign that highlights the importance of quality learning experiences for children under the age of five and promotes early childhood programs and services to increase families’ access (“Project”).
