The scope of work under this solicitation involves advisement, development of a basis of design, preparation of the bridging document, procurement assistance, and construction management services. The selected Firm shall act as an Owner’s Design Consultant (“ODC”) for engagement of this project under DB. The ODC shall be responsible for performing all tasks necessary to help ensure a successful, timely and on-budget completion of the project in addition to serving as an advisor to the State. A. Procurement Assistance The services may include, but not be limited to, the following: o Development and preparation of the Request for Proposal (“RFP”) document, including a basis of design; o Assist the City during the procurement process for selection of a qualified but cost-effective Design Build Entity (“DBE”); and o RFP bidding support to include addendum development, responses to bidder questions, updates to bidder schedule, creation of addendum(s), and meetings with the State to support contract administration. B. Owner’s Representative Services The services may include, but not be limited to, the following: o Provide appropriately qualified staff in support of this project; o Administration of resources to ensure timely advancement of the project; o Advise the State on design-build contracting and procurement activities; o Scheduling of meetings and DB team workshops. Prepare and distribute meeting agendas and minutes; o Preparation of monthly invoices; o Log, copy, distribute and file all contract documentation in accordance with applicable project requirements; o Establishment of clear and consistent communication protocol throughout project; and o Review of design submittals
