Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific.
Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking a contract to provide nitrogen bottle refurbishment for 420 each HP250 bottles to new/like new state. Additional details can be found in the attached Solicitation N32253-25-Q-1037, Performance Work Statement (PWS).
The solicitation is prepared in with (IAW) Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS).
The applicable NAICS code assigned to this procurement is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with the size standard for this NAICS code being $12,500,000.00. The Product Service Code is J049 Maintenance/Repair/Rebuilding of Equipment - Maintenance of Shop Equipment. The solicitation number for this requirement is N32253-25-Q-1037.
The planned period of performance is as follows:
Base Year: 22 SEP 2025 – 21 SEP 2026
Option Period 1: 22 SEP 2026 – 21 SEP 2027
Option Period 2: 22 SEP 2027 – 21 SEP 2028
Option Period 3: 22 SEP 2028 – 21 SEP 2029
Option Period 4: 22 SEP 2029 – 21 SEP 2030
This solicitation will close on 08/22/2025 at 9:00 a.m. HST. Submissions are to be emailed to both the primary and secondary point of contacts listed in this posting.
Please note the following:
• All solicitation amendments, if applicable, must be acknowledged in quote submission.
• The Offeror must submit their quote in accordance with the CLIN structure established in the Solicitation Section L – Instructions, Conditions, and Notices to Offerors must be completed for acceptable proposal submission (page 37).
• Section M – Evaluation Factors: This section includes information on the basis of award and factors that will be evaluated for award.
• All Offeror questions pertaining to the Solicitation N32253-25-Q-1037 are due by 9:00 AM HST, five (5) calendar days after release of the solicitation. The Government is not obligated to answer questions submitted after this common cut-off date.
• All questions regarding the solicitation shall be submitted in writing via email to the listed POCs. No telephonic requests will be accepted.
