The following bid is hereby submitted to provide a Merchant ID (MID)/Merchant Number and a payment gateway for the processing of credit and debit card payments and related ancillary services, for the Department of Health, State Laboratories Division (SLD) located at 2725 Waimano Home Road, Pearl City, Hawaii 96782. The vendor must be capable of supporting all current card operations, to include: 1. Capabilities of Service A. Website payment gateway for integration via Application Programming Interface ("API") to Salesforce, and Infor B. Virtual Point of Sale ("VPOS") 2. A payment gateway is to be provided and that the provider must provide the following services at minimum: A. Use Authorize.net; B. Integrate with Salesforce and Infor; C. Payment Card Industry Data Security Standard (PCI DSS 3.21) compliant; D. Online payment - Capable of accepting all major card brands; E. Advanced Fraud Detection; F. Recurring billing; G. Virtual terminal and batch upload; H. Physical presence or association with a financial institution located in the State of Hawaii is required; I. Reporting capabilities via a web portal or dashboard; J. Twenty-four (24) hours per day x seven (7) days per week x three hundred sixtyfive (365) days per year gateway services via a secure environment. 3. The Department of Health/State Laboratories Division expects not only that the contracted merchant services vendor be fully PCI DSS compliant and maintain appropriate certifications, but that it will take a proactive role in assuring that the Department of Health/ State Laboratories Division is also fully compliant.
