I. The Department of Parks and Recreation is seeking a Contractor to upgrade, manage, and implement “Papahana Hanauma,” an educational and interpretive program for the Hanauma Bay Nature Preserve (“HBNP”). The purpose of Papahana Hanauma, is to enhance visitor experiences, providing opportunities for all visitors to HBNP to interact with the resources in a manner that is both safe for the visitors yet leaves the resources to HBNP unimpaired. Papahana Hanauma shall also provide all visitors an understanding of the significant natural resources of HBNP and environmental issues, like coral reef preservation and the impact of human activity on marine ecosystems. Implementation of Papahana Hanauma will require approval from the Officer-In-Charge (O-I-C). In addition, the Contractor will be required to manage and maintain the following: Public outreach and stewardship program Staffing Volunteer docent program Program performance II. PAPAHANA HANAUMA EDUCATIONAL AND INTERPRETIVE PROGRAM The Contractor shall create, execute, and assess a coastal and marine education program for all visitors to Hanauma Bay Nature Preserve (HBNP). The program shall consist of the following components: A. An education curriculum for all visitors to HBNP which includes the following concepts: 1. Important natural resources of HBNP, that connect with the preservation of marine life. 2. Historical significance of HBNP ranging from traditional Hawaiian mo’olelo, to historical timeline, to present day, that have impacted the shaped HBNP. 3. Native Hawaiian language, tradition, and culture. That include but not limited to Lā’au, wahi pana of HBNP and surrounding area and or mo’olelo. 4. Ongoing marine life conservation and protection efforts and outcomes; 5. Environmental impacts from human activity; and 6. Best management practices for conservation of HBNP and surrounding areas.
