2.2.1 Kolowalu Park Weekly Irrigation System Check: Observe sprinkler spray patterns for signs of clogging, overspray, pooling, and damage. Adjust sprinkler heads to ensure even coverage and avoid overwatering. Repair as needed. Safety inspection: Inspect turf on park premises for holes, trip hazards, or other damage. Make repairs, and/ or fill and level using appropriate soil or mulch to maintain a safe and even surface at all times. Every 2 Weeks: Turf Mowing, Edging, Trimming: All turf areas. Weed Control: All planter beds and turf areas. Uproot or HCDA approved herbicide. Inspect and Maintain Irrigation System: Entire site, including tree wells and Dog Park seat wall (located in the entry way). Repair as needed. Pest/Disease Monitoring: All vegetation and turf. Monthly: Test Irrigation System: Verify irrigation system control valves and sprinklers are operating properly within the irrigation zone(s) and identify any electrical faults. Turf Inspection and Spot Repairs: Inspect for bare patches, thinning turf, or signs of stress. Re-grass / repair damaged turf as needed (areas with >1 sq. ft of dead grass or erosion. Check curb cuts and inlets for accumulated grit, trash, leaves, and debris that may impede or prevents infiltration. Tree Trimming: All Trees in turf or planters (2x/Year). As Needed: Fertilize (turf, plants) as needed or per maintenance schedule. (Contractor shall submit a proposed fertilization plan for HCDA approval). Add plants to maintain vegetation density Remove and replace dead, diseased, and/or invasive plants. Respond to irrigation system issues i.e. leaks, damage, vandalism, etc. within 1-2 hours of trouble call notification from HCDA. 2.2.1.1 Burial Site Maintenance (Kolowalu Mauka Park): As part of the Kolowalu Park maintenance scope (Section 2.2.1), the Contractor shall be responsible for maintaining the landscaping surrounding the burial chamber. The Contractor shall exercise special care to avoid any disturbance to the burial site. Naupaka shrubs at the burial site shall be pruned and maintained at approximately knee height to preserve site visibility and deter unauthorized activity in the area. 2.2.1.2 Dog Park Maintenance (Kolowalu Mauka Park): HCDA will schedule regular quarterly closures for turf restoration. Contractor shall coordinate timing and access needs accordingly. All materials, plants, and treatments (including fertilizers, herbicides, pesticides) used within the Dog Park shall be certified safe for pets. In addition to the HCDA General Landscape Maintenance Standards and Specifications, services performed at Kolowalu Dog Park shall also comply with the site-specific Kolowalu Dog Park Maintenance Plan (2025) (attached hereto as Attachment 4 and incorporated herein). The plan outlines additional performance expectations, including turf restoration. If conflicts arise, the more stringent specification shall apply unless otherwise approved by HCDA. In addition to the activities described in the Kolowalu Park maintenance scope (Section 2.2.1 above), the Work at the Dog Park shall also include, but is not limited to the following: Weekly Irrigation System Check: Observe sprinkler spray patterns for signs of clogging, overspray, pooling, and damage. Adjust sprinkler heads to ensure even coverage and avoid overwatering. Repair as needed. Raking or Leaf Blowing: Clear mulch, turf and pathways of fallen leaves and debris. Mulch on lawn shall be raked/blown back into the designated mulch area. Pea gravel shall be swept back into designated gravel area near water fountains. Weed Control: Inspect the seat wall at the entryway and all mulch areas for weeds. Remove by hand-pulling. No herbicide shall be applied without prior HCDA approval. Weed Barrier Monitoring: Inspect mulch areas for exposed weed barrier fabric or tripping hazards. Redistribute mulch to cover fabric and repair damaged or displaced weed barrier as needed. Turf Inspection and Hole Repair: Inspect turf and mulch areas for holes or other damage. Fill and level using appropriate soil or mulch to maintain a safe and even surface. Seat Wall Drainage and Irrigation Check: o Inspect the seat wall French drain cleanout for signs of surface ponding, blockage, or sediment buildup. Flush or clear the cleanout as necessary. o Check for exposed or damaged root barrier components. Ensure all panels remain in place and are not obstructing draining or surface cover. Repair or replace root barrier panels as necessary. o Inspect irrigation system components within the seat wall and confirm system is operational. Adjust spray direction as necessary to avoid overwatering. Repair as needed. Every 2 Weeks: Mow/cut grass between paver installations. Monthly Turf Inspection and Spot Repairs: o Inspect for bare patches, thinning turf, or signs of stress. o Identify and flag low spots that cause drainage or ponding. o Fill with screened soil and/or reseed with HCDA-approved seed mix. Paver and Hardscape Inspection: o Inspect for displaced or uneven pavers or surface hazards. o Inspect for drainage issues, such as ponding or improper slope. o Realign or reset pavers as needed to eliminate trip hazards or uneven surfaces. o Repair or replace cracked or damaged paver surfaces as needed. Quarterly (or as directed by the HCDA) Turf Restoration: During scheduled park closures, perform restorative turf maintenance as needed, including reseeing, soil amendment, and other corrective measures to promote healthy turf regrowth. Semi Annual (Minimum) Turf Aeration and Reseeding: o Aerate the turf at least twice annually to relieve compaction caused by heavy foot and paw traffic. o Overseed with HCDA-approved turf blend. o Additional aeration may be recommended depending on usage and turf conditions As Needed Mulch Replenishment: oReplenish garden mulch as needed within the seat wall. Respond to irrigation system issues i.e. leaks, damage, vandalism, etc. within 1-2 hours of trouble call notification from HCDA.
