Specifications include, but are not limited to: A. Service Activities (Minimum and/or mandatory tasks and responsibilities) 1. Outreach – Service providers shall prepare a detailed outreach plan to provide communities with information about the program, particularly in the context of serving multifamily public housing projects owned by the Hawaii Public Housing Authority (HPHA). 2. Client Eligibility and Client Selection – Service providers shall have a comprehensive intake system in place to determine client eligibility, especially in the context of serving multi-family HPHA-owned public housing projects. Expenditures shall be focused on major energy-saving appliances, such as solar hot water heaters (SWHs), hybrid solar water heaters, and energy-efficient refrigerators in an effort to have a more meaningful impact on reducing household energy consumption and utility costs. 3. Building Selection – Proposals should align with OCS’s WAP program since these two programs are often used in conjunction to have a more meaningful impact in lowering energy costs for low-income households. Accordingly, OCS plans to shift the focus of its LIHEAP grant funds from single-family dwelling units to HPHA-owned multi-family public housing units. Further shifts involve concentrating the program on certain jurisdictions (counties) on a rotating basis in an effort to consolidate resources and better serve the specific jurisdiction. The Request for Proposals will require service providers to expend 75% of the funding on one or more of the HPHA-owned public housing projects listed in the table below in their respective counties.
