The Department of Health (DOH), Family Health Services Division, Maternal and Child Health Branch (MCHB) oversees a comprehensive statewide system of services aimed at reducing health disparities among Hawaiʻi's women, children, and families. MCHB delivers core public health functions by fostering public and private partnerships to exchange information, support program planning, provide workforce training, and promote policies that improve health outcomes. MCHB's services include reproductive and inter-conception care, early childhood and adolescent wellness, home visiting programs, violence prevention, fatality review processes, and family support initiatives. The Women’s and Reproductive Health Section (WRHS), Reproductive Health Services Unit (RHSU), is requesting proposals from qualified applicants to solicit, contract, and manage healthcare service providers to ensure statewide, open-access delivery of comprehensive family planning and reproductive health services for all—with particular attention to individuals who are underinsured or uninsured and to those who, though insured, face financial, coverage, privacy, or other barriers to using their insurance. Core services include contraception services, pregnancy testing and counseling, basic infertility services, Sexually Transmitted Infection (STI) services, Human Immunodeficiency Virus (HIV) testing and counseling, pre- and inter-conception health services, breast and cervical cancer screening, health education and counseling, and referral services. Services sought should reflect the cultural values, languages, and traditions of Hawaiʻi’s diverse populations.
