A. A developmental delay in one (1) or more of the following areas of development: cognition, physical (including vision or hearing); communication; social or emotional; and adaptive, as defined by the STATE’s EIS eligibility criteria; or B. A diagnosed health condition including certain mental health conditions that have a high probability of resulting in a developmental delay. Examples of these conditions include chromosomal abnormalities, severe sensory impairments (i.e., permanent hearing loss and/or impaired vision), genetic or congenital disorders, disorders secondary to the exposure to toxic substances (including fetal alcohol syndrome), severe attachment disorders, and other conditions specified by the STATE’s EIS.
