Specifications include, but are not limited to: The selected Offeror shall provide Federal Government Relations professional services through frequent consultations with HART and interactions on behalf of the Authority with the federal legislative and executive branches of government. To ensure that all aspects of HARTs federal agenda are covered by these professional services, the scope of the Contract is broad. These duties shall include, but are not limited to, the following: 1. Assist HART with strategic planning and coordination in the development of a comprehensive federal affairs strategy for HART, including: a. Assist in the development and implementation of short and long-term federal funding strategies for the Honolulu Rail Transit Project (HRTP) b. Assist in securing federal funding for advancing its capital programs c. Support and assist in monitoring the FTA New Starts program, including establishment of relationships and interactions with executive department personnel involved in the New Starts program, including the FTA, the Office of the Secretary of Transportation, and the White House Office of Management and Budget and d. Attend meetings to represent the interests of HART, and act as a liaison between HART and the Federal government, including but not limited to members of Congress and designated staff, USDOT officials, and FTA officials.
