Specifications include, but are not limited to: To obtain community information to assist the Department of Health (“DOH”), Maternal and Child Health Branch (“MCHB”), Home Visiting Services Unit (“HVSU”) in continuing to procure a system of evidence-based home visiting services in service areas defined by a Maternal, Infant, and Early Childhood Home Visiting needs assessment for the period of July 1, 2025, through June 30, 2027, with options for extension. The HVSU specifically seeks comments on: 1. Geographic service considerations. 2. Scope of Service. a. Family eligibility. b. Transportation barriers. c. Supporting Broadband Access. 4. Budget. 5. Training. 6. Group supervision for administrative staff. 5. Birth Hospital Screening for Oahu. 6. Community Screening for Oahu. 7. Adopting Institute for the Advancement of Family Support Professionals Core Competencies. 8. Certificate Exam requirement for home visitors/parent educators from the Institute for the Advancement of Family Support Professionals. 9. Output/Outcome Measures will now be established in percentages. 10. Demonstration of Improvement. 11. Offering incentives/reimbursements to compensate individuals and families for their participation as a subject matter expert for Continuous Quality Improvement meetings, feedback groups, and steering/advisory meetings.
