TASK A. Develop scenario analysis and contingency plans along with probabilities associated with each of the following scenarios: 1. Shut down and liquidation of Tesoro Hawaii refinery and refinery assets 2. Purchase of Tesoro by third party (other than Chevron) 3. Purchase of Tesoro by Chevron 4. Purchase of Tesoro and Chevron refineries by third party. TASK B. Provide impact analysis of each scenario on the economy and various market segments, including but not limited to:2 1. Impact on Hawaii GDP and inflation 2. Impact on tourism 3. Impact on energy utilities 4. Impact on military. TASK C. Reports 1. Provide project narrative, technical, special, and financial status reports, as appropriate, in a format approved by STATE on a weekly, monthly, quarterly, semi-annual, or annual basis as determined by STATE in a format determined by STATE. All reports shall be submitted in hard copy and electronic copy, preferably MS Word or Excel. No additional specifications were given.
