The STATE is seeking professional instructors for custom-designed BTW training. The training shall cover how to properly sit behind-the-wheel; provide clear, verbal instructions and commentary driving; intervene wheel recovery to correct steering and when starting or in a skid situation due to water on the roadway; recovery of the wheel when traveling at high speeds; evaluation and assessment of BTW instructors; provide curriculum strategies, activities, lesson plans, and/or updated curriculum content to driver education classroom instructors to implement the DOT approved driver education curriculum in the student classroom courses. Proposal narrative shall include information on the specific training Offeror can provide. The scope of work expected includes but is not limited to: 3.1.1 Three (3) different levels of BTW training for instructors, such as: 3.1.1.1 Beginner Level: proper seating of instructor and student in a vehicle, recommended placement of instructor mirrors and eye check mirrors, common language for BTW instruction to provide clearer driving route instructions; 3.1.1.2 Intermediate Level: strategies and communication practices to address possible physical contact with student drivers when conducting wheel recovery to maintain driving in a safer mode, recommended BTW safety practices to reduce liability for BTW instructors, BTW strategies and experience on how to recover from a skid caused by a pad of water on the roadway; and 3.1.1.3 Advanced Level: BTW strategies and experiences on how to recover the wheel when traveling at freeway speeds fifty (50) mph or higher, assessment and evaluation of an instructor’s communication delivery and wheel recovery practices. 3.1.2 Two (2) different levels of BTW assessment courses for instructors, such as: 3.1.2.1 BTW Review and Assessment course to evaluate BTW instructors on all three (3) levels of BTW training (Beginning, Intermediate, and Advanced). 3.1.2.2 BTW Advanced Assessor course to develop selected BTW instructors to become recognized BTW assessors who can evaluate peer BTW instructors and provide feedback for improvement.
