The Hawaii State Public Library System seeks bids from qualified vendors to recruit, hire, train, and manage a staff of Community Digital Navigators that will provide in-person, oneon-one technology assistance appointments, digital literacy classes, and perform outreach to the community organizations that promote digital literacy. The Community Navigators will provide full daily schedules for each of the 51 branches on 6 islands and work collaboratively with the Office of the State Librarian and library branches to support the community. Specifically, the scope of work entails: a. Recruit, hire, manage and train, through a consistent curriculum, all Community Digital Navigators. b. Provide Community Digital Navigators who are trained in not only a wide range of digital literacy skills (hardware, software, internet connectivity) but also general adult learning theories to ensure they can support all learners in one-on-one and classroom settings. Ensure staff [receive] telehealth training and [maintain] individual privacy. c. Implement Navigator program in phases. Create Cohorts of Community Digital Navigators who can provide technological assistance and digital literacy support services. Cohort 1 will consist of approximately twenty-two (22) half-time positions or equivalent. Offerors should describe its approach to deploy the initial Cohort 1 including anticipated branch coverage and implementation plan. Future cohorts will be trained and deployed based on information garnered from regular evaluation of program curriculum and effectiveness, as well as identified community needs that best support all 51 public library branches. d. Work collaboratively with Hawaii State Public Library System and individual branches to develop programs at each location, train Community Digital Navigators in the use of library resources, and create feedback loops and solutions to address any issues or concerns with Community Digital Navigators. e. Schedule resource availability at convenient times and at various locations throughout the state to accommodate the diverse needs and demographics. Work with library branch managers to schedule Community Digital Navigators. Provide a user-friendly method for scheduling and viewing schedules between the Community Digital Navigators and the public libraries. f. Use the HSPLS-provided Northstar Digital Literacy curriculum and materials, along with other learning programs as available, to deliver standardized, highquality digital literacy training. g. Manage one-on-one space and technology, and class logistics: set-up; breakdown, and learner sign-ups as well as recording attendance for all sessions/ classes. This includes preparing and providing any handouts or printed materials.
