The selected development partner(s) may be tasked with providing a full range of predevelopment and development services necessary to evaluate and execute housing projects on HHFDC-acquired lands. This may include conducting comprehensive site evaluations, including market and demographic analyses, highest and best use studies, and preliminary site planning and assessing feasibility. The developer(s) may also assist in identifying infrastructure limitations, environmental constraints, and zoning compliance issues. As part of the acquisition due diligence process, the developer(s) may support property acquisition assessments, review title reports, surveys, appraisals, market studies, and environmental site assessments, and evaluate development constraints related to entitlements, easements, and access. In the predevelopment stage, developer(s) may be responsible for preparing preliminary development budgets and financial pro formas, identifying and structuring financing strategies using public and private sources. Developer(s) may also be asked to consult planners, develop phasing plans, coordinate initial design concepts with architects and engineers, and help prepare materials needed for funding requests. The selected developer(s) will support HHFDC's community and stakeholder engagement by participating in public outreach, presenting plans at community meetings, and incorporating stakeholder feedback into proposed development strategies. They will also assist in preparing and submitting applications for land use entitlements, zoning adjustments, and necessary state and county development permits. Ultimately, the selected developer(s) will enter into a development agreement with HHFDC for the execution of vertical development. This may include acting as master developer or co-developer responsible for delivering residential units, infrastructure, and supporting improvements. The developer(s) may also be responsible for overseeing construction management, ensuring regulatory compliance, and supporting project close-out activities.
